Tier 1
Dracomancer's Law - Your word is law, and your law is binding. You may attempt to magically command a dragon to perform an action of your choice (of which they are capable of) based on perspicacity. If it is a dragon you have bonded with and who consents to your commands, this succeeds automatically.
Primordial Wisdom - The words of the ancient drakes reverberate in your mind, filling you with thoughts and feelings you never thought possible. You gain +X to perspicacity, where X is equal to your tiers in this class.
Tier 2
Draconic Alignment - Most dragons have access to a single type of elemental dragon breath (although dragonfire is obviously the consensus choice). As a Dracomancer, you are afforded the same opportunity. Choose an element (Up to DM discretion). You will be able to make a dragon breath attack composed of that element based on perspicacity. Depending on your choice, you may also gain other abilities as your powers develop.
Dragon Rend - Transform your pathetic normal, boring hand into a beautiful, incredible dragon claw and slash twice at an enemy within melee range based on perspicacity!
Tier 3
Draketouched - Hey, if you can't beat 'em, join 'em. Whatever your race currently is becomes a "Draconically Aligned" variant. This allows you to develop racial abilities of applications of "Dragon Physiology" and also allows you to speak to dragons, no matter what language they speak.
Dovahkiin - Hey, Skyrim got some things right. For example, shouting to cast magic is cool and useful. You may learn a "Dragon Shout" of your choice. Exact descriptions and limitations will depend on the shout chosen. To view a list of available Dragon Shouts, click here. The only shouts off-limits are Call Dragon, Call of Valor, and Summon Durnehviir.
Tier 4
Dracomancer's Law (Bonus) - It doesn't matter if a dragon doesn't know how to do something - they have you to help them. Once per day, you may now command a dragon to perform an action they do not know how to do and give them advantage on the performance roll to do it. Same restrictions as the first level of this ability still apply.
Dragonhide - Your skin is much, much tougher than the average wizard who are typically a pale, weak, and flimsy lot whose skin can be split open by a particularly strong wind. You gain advantage to defenses against attacks based on your chosen element. In addition, you can use perspicacity to attempt to defend against attacks (although if the attack gets past your defenses, you'll still roll vitality to determine damage).
Tier 5
Soulbonded (Unique) - A lone Dracomancer is an incredibly rare breed. Almost every Dracomancer has a dragon companion to call their own who they lavish their attention and time upon. Now, the two of you can be even closer and prove that you're stronger together. Once EVER, choose a target dragon. The dragon must consent to this choice. If your dragon partner dies, you regain this ability's usage. Once per three missions, you can fuse with your partnered dragon for 1d2 turns and add half of their stats onto yours! While in this form, you have access to their abilities.
Primordial Majesty - The majestic presence of the ancient dragons is a sight to behold, and even simply witnessing their grace has improved your own. You gain +X/2 to appeal, where X is equal to your tiers in this class. Rounds down.
